핵심은 미국 상업은행의 해외 직접 진출과 업무가 법적으로 강하게 제한돼 있었다는 거야.
당시 미국 은행제도에는 Glass–Steagall을 비롯해 상업은행과 투자은행 업무의 분리, 국내 지점규제, Regulation Q, 지급준비 규제 등이 있었고, 해외지점도 Federal Reserve Act의 Section 25 아래 Fed의 허가와 감독을 받아야 했다.
그래서 1950년대 미국 은행들의 해외 네트워크는 오늘날 글로벌 은행처럼 광범위하지 않았어. 1950년대 말에도 해외지점을 가진 미국 은행은 소수였고, 대표적으로 First National City Bank, Chase Manhattan, Bank of America 같은 대형은행들이었어.

미국인이 외국 증권을 사서 자본을 해외로 보내는 것을 억제. 다만 처음부터 미국 기업의 FDI를 전면 금지한 것은 아니었어.
1965 — Johnson의 Voluntary Balance of Payments Program
미국 기업들에 특히 선진국에 대한 해외직접투자를 자발적으로 억제하도록 요구했고, Fed는 미국 은행의 해외대출도 제한했다. 당시 정부문서를 보면 1965년에도 FDI 자체는 계속됐지만 정부가 기업들에 축소를 요구하고 있었어. 예를 들어 1964년 미국의 직접투자 자금유출은 약 23.8억 달러, 1965년 상반기에만 약 20.7억 달러였다.
1968 — Johnson이 규제를 의무화
여기서 훨씬 강해진다. Commerce Department가 미국 기업의 해외직접투자를 직접 제한하고 Fed가 은행의 해외대출을 제한했다. Fed도 이를 명시적으로 “capital controls”라고 표현한다.

In June 1965, Bundy advised Johnson not to step up the bombing in response to the execution by the Viet Cong of an American POW, Sergeant Harold Bennett, warning that this would mean in a certain sense losing control of the level of the bombing: such a precedent would mean the United States would have to step up the bombing in the event of future atrocities.[59] However, Bundy told Ball at the time that his influence over Johnson was in decline and he did not expect his advice to be accepted.[59] Johnson ordered that the bombing be increased, against Bundy's advice. In July 1965, Bundy recruited a group of elder statesmen known as "the Wise Men" to occasionally advise the president,.[60] whose unofficial leader was former Secretary of State Dean Acheson.[60] The first meeting of the "Wise Men" did not go well: Johnson reportedly engaged in an extended bout of self-pity, complaining that he had only acted in Vietnam because he had to and that he was being unfairly criticized by the media and Congress; this bout was much to the disgust of the "Wise Men".[61] However, the elder statesmen expressed their approval of Johnson's Vietnam policy, and Bundy afterwards thanked Acheson, saying that Johnson now felt more confident that he was acting correctly.[61]
