On 30 April 1993, CERN put the World Wide Web software in the public domain. Later, CERN made a release available with an open licence, a more sure way to maximise its dissemination. These actions allowed the web to flourish.

In 1995 commercial restrictions were lifted on the Internet. This is also the same year that AOL offered an easy connection to the internet for most users with their own browser (you can see their 1995 TV commercial here). This created a browser war with Netscape Navigator which was launched the previous year.
So 1995 was the beginning of the Internet boom, but by no means was it popular out of the gate. So how is popularity defined? For the sake of argument, let’s say that it is when more than 50% of the population uses it. In that case it would be sometime between 2001 and 2002.
